Part of the problem is that if not all performance-sensitive software uses the software interface, then the same degree of hardware stream detection is needed as if the interface did not exist. (It might be practical to make power optimizations when the software assistance is present.) The area and power cost of stream detection (and performance cost of delayed start and end [and potentially from less aggressive prefetching; when one knows the addresses will be used, the only speculation is whether the thread will be interrupted before it completes the stream access]) are probably not substantial for high performance cores.

It is more difficult for Intel to push changes in software than IBM. Intel also seeks to run a broad range of software well; IBM can get away with running only "important" software well and benefits from running certain software very well. (In theory, AMD could similarly target a narrower market. If one's sales target is 15% of a broad market, then getting 75% of niches totally 20% of that broad market may be easier and more profitable; running 20% of the workloads very well and 50% middling, may allow a price premium closer to the benefit for running the 20% very well than to the price for a comparable effort design targeting the broadest market.)

Software-hardware codesign requires more effort and typically provides less benefit for common software than fixing glaring performance bugs (which seem to be common and often unaddressed). As someone who likes thinking about micro-optimizations, the lack of general attention to such is disappointing but sadly reasonable. Communication and cooperation are hard; impossible schedules and other resource constraints make such even less attractive. (Working as a page at an understaffed library with relatively high turnover, I am developing some appreciation of not having the resources to do things "right". The urgency of bailing water often seems greater than the criticality of fixing leaks, which seems to be a common problem and perhaps especially common in software development.)
