I read somewhere that IBM stated that POWER7 could hit up to 4.5GHz, suggesting that individual cores may clock themselves that high in some cases depending on workload.

If so, toss a single instance of SPEC on there, and you're comparing a 4.5 GHz POWER7 to whatever the best a Nehalem will clock itself up to. That might be enough to overcome a higher IPC.

I agree about the SPEC gaming, but that always happens when the current version of SPEC is getting old and tired. A quick look at spec.org shows they are looking for recommendations for SPEC v6 (they seem to be following the Windows product naming scheme, but without the "SPEC XP") So no hope for improvements in the benchmark for at least a year and quite likely longer, it would seem.

Maybe in the new version they should change the reporting rules to throw out the benchmark with the largest differential from baseline and take the geometric mean of the rest. Then you have to break TWO of them to cheat :)

Of course the IPC championship will probably go to Tukwila, because it clocks so pathetically low that it has less than half as many cycles of latency to cache and DRAM.
