They co-operate in developement of process technology. "the same' is way too strong word.

Power7 is a speed racer, but not nearly as aggressive as Power6 was. On the other hand z11 indeed is rather speedy.

Not being a specialist I would think that in general the opposite is true - low leakage is the most important for manycore, then for brainiacs and least of all for speed racers that, at least in theory, try to extract maximum juice from every logic gate and are limited mostly by dynamic power consumption.
Also IBM and AMD are in rather different positions w.r.t. design goals - AMD aims for 2-3 times lower power consumption and wants good yield. Both factor force AMD into much more conservative approach to clock frequency even at the same (as IBM) # gates per pipe stage.
