Joset, the reason behind tick-tock is to spread out the risk between (A) process transitions, and (B) feature advancement.

Since Intel considers themselves to be foremost a manufacturing company, ramping the new process is important to accelerate their technological advantage, as well as control their costs.

With this in mind, the "tick" is supposed to focus more on the process ramp than including new features. Of course, there's always feature-creep in order to stay competitive, but it's managed so that the process ramp is not delayed by design issues.

Meanwhile, the "tock" is a chance to do things differently at a design level. It's an opportunity to revise the micro-architecture, or to make significant platform level changes that drive for more performance or power efficiency. The "tocks" are always done on the same process node, so that it's possible to ramp the product without the process ramp constraints.

Of course, tick-tock costs more from a resource standpoint, but that's where Intel figures it has a unique strength that is difficult for their competitors to beat.
