The innovation is way below micro-architecture in stack. And its logically equivalent to previous generation of transistors. Nor does it allow 3D placement of transistors from current 2D placement so no routing changes.
So best analogy to your premise would be: Addition of OoO which preserves software visible ordering would require total rewrite of all software for it. Not really happening. Radical improvement at low level but at high level the only difference seems that it is just some what faster. And micro-architecture is a high level of the design stack in which the process is the lowest level. Just like PHP in PHP->C compiler->C->assembler stack. You don't radically need to change PHP just because assembler gets few improvements.
