The wafers where only ready for volume in December with a
thickness control of 0.5nm which is a formidable achievement.
Intel's 22nm process was fixed years ago.

Intel has 50% improvement in power going from 32nm bulk
to 22nm FinFET. The 40% you mention is from 20nm bulk
to 20nm FD-SOI, so it an extra 40% on top of the 32nm to
20nm gain, just like they have an extra 80% improvement
in performance going from 20nm bulk to 20nm FD-SOI.
