Not really an issue for renaming as that complexity is hidden a pipestage or two earlier @ decode. As stated, it's pretty rare that the conditional execution instructions are actually used, and when they are they can easily be cracked into multiple uop sequences by the decoder on an out of order architecture. Rename still just has to worry about 2 source, 1 dest ops assuming proper cracking/microsequencing of uops.

ARM & x86 implementations on an out of order (in terms of the frontend decode/rename) likely look very similar given the presence of uops in both ISAs that require cracking into multiple uop sequences, but most instructions likely decoding into 1-2 uops. Main thing going for ARM on an out of order, as stated, is the instruction length scanning hardware is much simpler compared to x86.
