If they have done that, that's certainly the right decision.
This kind of thing isn't simple though. I expect either Intel or the comms chipset vendors will have some limitations. For example, I expect some of the comms chipset vendors won't have x86 code that's suitable for smartphones. Intel may also be using different interfaces to these components than other chipsets do.
It's an opportunity for comms chipset companies that currently have small market shares.
