Also one should not forget that TCP-C by now is a broken benchmark with almost ideal scalability. That plays to advantage of processors that have more threads, i.e. W-EX, BD and SB-E vs. those that have less threads, i.e. MC and W-EP.
TPC-E results should be more representative of "real world":
IBM System x3650 M4 - SB-E, 2S/16C/32T, 2.90GHz - 1,863.23 tpsE at 207.85 USD/tpsE
IBM System x3690 X5 - W-EX, 2S/20C/40T, 2.40GHz - 1,560.70 tpsE at 143.32 USD/tpsE
HP ProLiant DL380 G7- W-EP, 2S/12C/24T, 3.46GHz - 1,284.14 tpsE at 250.00 USD/tpsE
HP ProLiant DL385 G7 - BD, 2S/32C/32T, 2.60GHz, - 1,232.84 tpsE at 257.00 USD/tpsE
HP ProLiant DL385 G7 - MC, 2S/24C/24T, 2.30GHz, - 887.38 tpsE at 296.00 USD/tpsE
So, even if Microsoft will adjust SQL Server licensing policy for AMD to equal 1 AMD core to 1 Intel thread, buying AMD for that type of workloads [right now] makes very little sense.
