Quality of support is a deal between Oracle and customers. Oracle is responsible to customers for it, and customers can enforce obligations Oracle has to them. So Oracle cannot lower quality - cheating their customers. They can either go with fully-featured support or don't offer it at all, thus making sure there are no deals between Oracle and customers that oblige Oracle to somehting.
