2013 is too soon for a new core or for significantly different cache hierarchy. At max, they could increase the size of L3 cache. However SPARC T4 is already pretty big die so, assuming they keep the same # of cores, even L3 cache increase would not be easy.
More so, I'd expect them to reuse the same core micrarchitecture (except, possibly, LLC) in 16-core 28nm products that are planned for shipment in 2014.
