Exophase probably meant SoCs shipping in actual consumer devices.
I don't know whether production Tegra4 SoCs delivered to ODMs (my guess is - they did), but, according to my understanding, first Tegra4-based consumer devices are planned for late June (to claim 2013H1 shipment) or later.
If you count announced A15-based SoCs then there are several of them. E.g. TI KeyStone II and OMAP 5, Freescale QorIQ LS1.
