If you have tight enough rules and a good compiler, it might be pretty difficult to write code that wouldn't work fine when recompiled for 64 bit. iOS apps have user mode code only, no self modifying code; Apple could ban casting between pointer types and disallow pointer arithmetic that didn't use 'sizeof' to avoid that rat's nest. I'm sure there are other ways for code to break when recompiled for 64 bit, but can you think of any issues that couldn't be solved when you control the only compiler and all apps require your approval?

You're right that they couldn't test everything, but Apple doesn't test all the apps in the app store today for compatibility with iOS 7. They release the new OS, and it is up to the developer to update the app if necessary, or users will downvote a poorly functioning app that doesn't get updated.

Since it turns out ARM64 is fully compatible with 32 bit ARM code in spite of Brett's complaints, the issue is moot, but if it had been necessary to have 64 bit apps Apple could recompile them in the app store without testing, and developers wouldn't be any worse off than they are today if they have an app that it turns out doesn't quite work properly with iOS 7.0. With a compiler that hunted for potential issues and additional approval guidelines to catch the cases the compiler couldn't, Apple could likely get the vast majority of apps to function properly when blindly recompiled to 64 bit.
