Having more registers than emulated ISA is, may be, a big deal for simple ISA interpreter, although for simple interpreter I'd expect "other costs" to dominate execution time.
But JIT/binary translator can apply compiler-like dynamic register allocation technique, with most frequently used at this particular spot registers of emulated machine kept in register of emulating machine. Figuring out which registers are most frequently used/modified sounds simple. If classification done right then I'd expecte that the gain of emulating 16-reg machine on 32-reg machine relatively to 16-reg machine is similar to advantage that 26-27-reg machine has over 10-11-reg machine on typical compiled integer code. I.e., for big bad OoO uArch, significantly less than 10%. For A53 - still less than 20%.

Am I missing something?
