ChipWorks has in fact done an analysis of RK3188, a Rockchip SoC made on GF's 28nm process:

I think you'll find they're interested in lower end chips too, if they're using someone's cutting edge process. They'd probably do an analysis of non-Apple stuff on Samsung's 28nm too.

The problem is, I see no evidence that Rockchip or Allwinner have used TSMC before and everything I knew about them suggests otherwise. Rockchip has been pretty clear that this was their first 28nm chip. I'm pretty sure both of them were (or still are) using Chinese foundries.

Sorry but yeah, if you make a statement solid evidence is good, evidence beyond "I read it it Digitimes and I paid for the article - they can't name their sources and their comments imply some inaccurate things but it should be legitimate."
