Perhaps Intel's aim is to enable the Larrabee to run traditional server applications more effectively, so that it can function sort of like Sun's Niagara? It makes sense from the point of view of the cloud computing business. During business hours, you devote your machines to running things like MySQL and Apache. Then at night, you lease them to folks who do lots of number crunching. To that end, the core needs to have at least OoOE. A P6 derived core running at 2GHz+ (when the vector units are idle) would do the trick.
