I don't understand why you can't just give me a link instead of telling me to figure it out myself with the vaguest possible hint. I'm certain you're not under some kind of NDA with this. It sounds like you have no idea where you got it yourself.

Intel has been very clear for several years now that they're only interested in pursuing improvements in their big CPUs that result in improved perf/W. This is relevant in every single market they sell in, even desktops. But especially laptops, servers, and tablets. They're consistently thermally limited. So it's not something they're going to abandon just to let Atom take care of like you speculate.

Haswell makes several pretty substantial changes, but there's diminishing returns in how much more IPC you can get without costing too much power in the process. It's not at all obvious that anything was ever cut, I'm not aware of any rumored features coming from credible sources that somehow didn't make it. I don't know how some are expecting them to start making huge gains in single threaded performance. The people who talk about how Intel is holding back IPC or don't care anymore generally don't sound like they know anything themselves about how to improve it.
