It wouldn't be better server. Because of software availability it would be shelf heater.
Things could change when ARM server ecosystem builds up, but right now that's the case.
Also Jaguar-based Opterons aim at "microservers" niche in which legacy software compatibility is, supposedly, more important than in shared web hosting niche and "let's try to take Mark Zuckerberg's money ASAP before he made his mind" niche targeted by other ARM server vendors.

Clock for clock Silvermont is obviously not as fast as CA15, but with good memory subsystem it is pretty close in absolute scores.
