Nope, Samsung has canned the ARM server cpu:
http://www.eetimes.com/author.asp?section_id=36&doc_id=1323243
About Apple: no news, only old voices likely broken.
About Broadcom: it is not a credible server cpu maker.
About AMD: all depends on money and time, IMO a 2017/2018 thing. A new x86 cpu is the first thing to do. In this moment Amd is pressing hard for a 20 core x86 server cpu on 14nm out at the end of 2016.
Other contenders are out of the games; no experience means----->failure in server space
