As a fellow owner of a 2012 Nexus 7 I bet its the low end flash they used in that device; whenever flash is accessed (like with an update, presumably in the background) the UI basically freezes. That Google decided that its devices do not need a SD-card slot and still used the flash equivalent of clay tablets into the Nexuses does not help... It is a pity as otherwise the device is still useable (as long as flash is not written to).
