Maybe, but there's much less potential for volume and economy of scale in an SoC containing SATA + two GbE ports. Those aren't really standard options even on higher end quad 64-bit SoCs, especially the ones that are made exclusively with mobile in mind.
You're right though, no way will you find a quad-core 64-bit SoC for $5 at this present time.
