Out of two halves of AMD ARM strategy the first one (to promise a lot about K12, but to do nothing) makes perfect sense to me. But the second half (to ship relatively straight-forward Seattle with delay of more than a year, to have no A72-based chip even now) makes no sense at all. May be, it's not a strategy, but good old poor execution?
