What you're saying makes sense, and has been a matter of confusion for me in the past, but referring to the ROB's capacity as the OoO execution window is pretty standard terminology. An N-length ROB allows instructions up to N apart (in order of their decoding/entry onto the ROB) to be "in flight", or incomplete.

A window refers to some contiguous region or span of something larger, and in this case is more about how far apart OoO instructions may be than how many may be waiting for completion simultaneously. Although you could say that none of the instructions in the ROB at any given time are really complete because they haven't been retired.
