Anandtech claims the A7 can execute 4 ALU ops plus 2 FP ops indefinitely. So that makes it clearly 6-way. Haswell/etc can do 4 at most, so it's 4-way.
In terms of issue width the same article claims 9-way for A7 (compared to effectively 7-way for Haswell and 8-way for Cortex-A57).
