On a less usual Skylake model with microcode 0x8a, the distribution was not bimodal, because there were no slow 18 cycle values.
This computer was not idle, but all the cores were busy about 10% ... 15% besides your test, because I could not stop some other programs which are executed there continuously.
I do not know if this has any influence on your test.
Some time later today I will also post the test results for a new Coffee Lake, bought one month ago, which should have a more recent microcode.
