I don't think 180W CPU would be much different from 140W CPU I have at work, which is quieter than 84W CPU I have at home. All you need is a good cooler and sensible case, which arguably might be hard to get from prebuild market. Luckily, at work our IT department let's us pick the parts (as long as we are sensible) and takes care of assembling. There's nothing too exotic going on. Some tower cooler with dual fans and some Fractal Design case.
