For those who were wondering (i.e., no one), I finally got around to measuring the AVX2 and AVX-512 frequencies of the W-2104 (nominal speed 3.2 GHz, this chip has no turbo).

The AVX2 speed is 2.8 GHz, and the AVX512-speed 2.4 GHz. All speed tiers are the same regardless of the number of active cores.
