All the Intel computers that I have ever tested cannot reach their TDP with a single active core. Normally you need at least 2 active cores to be able to reach the TDP.
I have tested 3 Kaby Lake i5-7300U. On all of them, a single active core, while running a power virus and staying 100% of the time at 3.5 GHz, its maximum turbo speed, consumed about 10 W.
So the real ARM claim is double performance per watt compared to Kaby Lake, which means something like 80% better performance per watt than Coffee Lake and certainly less than that, probably 50% to 70% better than the Whiskey Lake & Amber Lake, which will be the direct competitors of Cortex-A76.
Of course, even only 50% better performance per watt than the best Intel is very impressive, but it is very far from triple performance per watt.
