Unfortunately I cannot test my W-2125, because I still have to buy the DRAM for it and I am not eager to buy 128 GB at the current prices.
On a Kaby Lake Xeon, your program gives the expected results (AVX-256 does not matter, the turbo frequencies are 4.2 GHz for 1 core, 4.1 GHz for 2 or 3 active cores and 4.0 GHz for all 4 cores).
