While I stumbled upon this piece of news while reading about RISC-V the tool used to make it is definitely ISA-agnostic:

Makerchip

They boldly claim it to be "The most powerful Verilog design environment -- for everyone!". My Verilog is so rusty that I can't even dare judge that claim but it sure looks cool.
