Maybe. But I think we have to distinguish between two things. There is (reasonable) protection against exploitation and there is (unreasonable) claiming that you are being exploited. The first is just good, responsible business; the second is a more or less deliberate attempt to ramp up fear/ create a fake enemy.

What appears to be happening is that individuals who are very much invested in number 2 (ramp up the fear, and who cares what you have to use to get there) are using whatever they can, scanning the past for anything they can latch onto. The 2016 Apple story likely struck their eyes as a possibility; if it doesn't work, well there's plenty more lies to invent. Throw out enough shit and eventually you'll hit your Nayirah testimony and can move on to the next, offensive, phase.
