I didn't got the part about 32 cores under 100W.
My impression was that during Andrei's test the display was turned off, so nearly all measured power consumption (3.64 W average for SpecInt, 4.27 W average for SpecFp) has to be attributed to the core + caches + memory.

But, of course, for that level of performance, 120W would be also fantastic.
