Memory and interconnect would consume much more on a 32 core server die. A lot depends on the interconnect as we've seen.

Considering the size of the L2 I wouldn't be surprised if the power consumption was lower than current Intel/AMD CPUs with similar core count, but given that it's 7nm vs 14nm that's not much of a surprise.

So I don't buy into the "half the power consumption at 32 cores" that some seem to believe, but it could be reasonably competitive. Of course boost/DVFS, interconnect, RAS and so many more things you need for a server wouldn't be nearly cheap enough to make such a CPU a reasonable investment, so I doubt it'll ever happen.
