Well if you look at the second half of the OP they are suggesting that you don't actually start the micro-thread until the branch is resolved:

So it is different than eager execution. It is more like having the compiler annotating "fire and forget" branch regions that can be executed visibly out-of-order since later code doesn't depend on it. In effect, the CPU skips over it until the branch is resolved.
