Note that Zeppelin and Matisse I/O die contain parts of southbridge (for the effects, you could look at Carrizo APU versus Kaveri APU). There's SATA, USB 3.0 and also a bit more PCIe than Coffee Lake has. Basically Zeppelin can work as an SoC, Coffee Lake can't.

It is possible some of the extra blocks you can see on Zeppelin die shot are needed for servers and could be removed from Matisse I/O die, but then it would not be able to be used for embedded/network SoCs like the Epyc Embedded chips.
