There have been rumors about Apple designing their own modems for years, but this article from Reuters provides by far the best evidence to date. Apple has moved their modem chip engineering group from being under the supply chain unit to under Johny Srouji's hardware technology group.

It should be a little easier to do this now than it would have been a few years ago, since Apple only needs to target LTE, TD-LTE and 5G (AFAIK there is not a special flavor of 5G for China as with LTE and 3G) Being able to ignore 2G & 3G technologies will reduce the complexity of the effort. I'm assuming fall 2021 is the absolute earliest they could have this thing ready (and then only if they have been doing some work already before they went all-in) so there would be very little left that isn't LTE by then - safe enough for Apple to simply ignore it. Makes call handling much easier too as all calls will be data - VoLTE or Vo5G only.

There is still a patent minefield awaiting them, of course, but at least they own a decent stable of LTE patents they acquired from Nortel. Nothing like what the big players have though. I still think they should talk to Intel about buying the IP from their cellular division to bulk up their patent holdings and put them in a better position to extract a cross licensing deal with Qualcomm to avoid years of lawsuits.

If Intel wants to soldier on with their cellular division without any customers Apple could always offer them a permanent license to the IP they are acquiring, as well as to their existing LTE IP. Maybe Intel wants to put 5G modems in laptops or something, that's the only thing that would stop them shutting down that whole division once their only customer leaves. Not sure why they would need to make those 5G modems themselves however, since it isn't going to be something everyone wants like wifi.
