It is very easy to see. ARM has no experience designing all the other stuff that goes into an SoC, let alone have physical products manufactured and sold. Or selling PHONES, like you oddly leap to in your first example (that one might upset the Android OEMs and Qualcomm, if they were worried ARM would sell products containing new cores months before anyone else...)

I mean, this is easy to see in the same sense that it is easy to see why Apple doesn't manufacture its own DRAM.
