What is the significance of having two engineers in your example?

Wrong. I was not reasoning about obscure or disputable semantics of the word "competition". It is just a normal accepted definition.

On the contrary, if you somehow define the word competition so you can say that Arm does not compete with its licensees, then the word becomes useless.

Why are you all so hell bent on digging the hole deeper? Arm competes with some of its customers. The end.
