What would trigger GF to pursue =< 7nm again?

Just curious - what would be some of the triggers that might cause Global Foundries to repursue/consider 7nm or smaller litho? I see that SMIC eventually plans to get to 7nm.

I'm assuming even if AMD was wildly successful on Zen 2/3, by the time the volumes were ramped up beyond TSMC capability, AMD would instead be looking at 5nm nodes so that's off the table.

If there's a breakthrough on some materials cost or EUV becomes a lot easier/cheaper - same dilemma; TSMC or Samsung would also have that tech, and/or be using it to drive down to smaller litho in short order.

What else?
