Apple AWS spending

There was some furor a few days ago about the $30M/mo that Apple spends on AWS.
This story:

puts that in some context.
The story (at least the part I can read) does not make it clear the extent to which this is "Apple wanting to 'fully' own its data-centers (eg full control over security/redundancy/law enforcement..." vs "Apple wants special hardware in its data centers".

But it certainly lessens the strength of the argument that "If Apple wants to make its own server chips, then why do they spend so much on AWS (and, earlier Google and Azure) rather than learning the data warehouse business for themselves?" It appears they HAVE been (as fast as possible) indeed learning the business for themselves.
