The problem there is the specification which is deliberately being left out which is anticipated operating life.
The old standard was something like 20 years for high performance logic but if you follow the Arrhenius equation, the jump from 70C to 110C should reduce the operating life to 1 year. At 50% duty cycle because even gamers sleep sometimes, that is still 2 years and of course this is a big approximation but I am sure the bean counters with the exact numbers know what tradeoff to make with warranty returns.
The only graphics card I have returned over the past few years was a Radeon 5670 which operated at high temperature due to inadequate cooling. The 5770 which replaced it runs at the temperature it should and has already lasted several times as long.
