Found a German company that specializes to passively cooled PC:s and makes their own custom cooling solution for PC:s for mass market. And fully custom cooling/mounting for special projects.
They can put 2080 and Threadripper into a system. Unfortunately they haven't upgraded the CPU model to latest in web page maybe because top models have nominal TDP of 250W while their standard cooling solution is rated for 240W . Or maybe because they estimated that single most powerful of the shelf fanless PC power supply isn't powerful enough for all the other components that can be selected in the web configuration tool.

And for people who care about the manufacturer of the GPU, they only offer Nvidia and integrated for configurations with CPU:s that have one.
Too expensive for my current situation ,but for those whose employer will fit the bill or well of professionals can definitely afford one. And if you are a big company that would want to show case their latest CPU:s / GPU:s in passively cooled system they offer "your project" in which they design the cooling systems and casing for your needs.
