What exactly is "a core" ?

Seeing this - (AMD paying a lawsuit out over advertising Bulldozer as 2 cores per module)

What is the real engineer or architect accepted definition of 'a CPU core'?

Does it need an FPU? (You can still buy ARM chips without a FPU in 2019)
Does each core need it's own L1 cache or can that be shared?
How about each integer core needing it's own fetch, decode, and branch prediction?

or is it more of a contemporary thing? You sell a multi-core CPU, it needs to have similar features to competitor multi-core CPUs?
