The way these number were applied were, to a first order approximation, is quite correct. Power is roughly linear wrt freq and square of voltage. There are all sorts of caveats, but for the back of the envelope, this is fine.

Taken at face value, a 1.5 GHz Madison consuming 130W and a 1.3 GHz Deerfield "on the same process" would only consume 65W would seem to be "unrealistic". However, the point here is that "on the same process" isn't necessarily true. They may both be on the 0.13um P1280.x, but Intel can tweak the process one way or the other just so to get a 20 to 30% variance in some process characteristics. Yield, power (leakage), reliability, speed. There are all sorts of knobs that be tweaked to trade off one for the other "on the same process". Intel *may* tweak or the other for different markets. (i.e. tweak things one way for the "Celeron wafers", and the other way for the "3 GHz P4 wafers".)
