That's not how turbo works. It can shift up to turbo frequency or back down depending on several factors. "the Atom kept running at ~2.6GHz" is incorrect. GB many flaws include the short nature of the tests, meaning the processor likely switched to many intermediate speeds between 1.09GHz and 2.6GHz while running the suite of tests.

The Atom was in a low-end Dell laptop and the Centaur processor was in an open, full height rack mount case if you want to get picky about the testing conditions. https://www.techpowerup.com/img/IHIjUzF4LZO0w4bH.jpg

The Centaur processor has mediocre single threaded performance, but where that would be important doesn't seem to be its market. It looks like they are marketing it as a type of "enterprise AI" processor. If it's low cost and low power, it might be an interesting embedded processor.
