On-package and on-die power

I wonder, why nobody else in the HPC scene besides Intel decided to put final stage DC-DC on package?

With voltages around 1V becoming standard in last gen HPC chips, copper losses must be becoming a real concern at 100W+ wattages.

AMD uses linear regs for both voltage and power gating. Should be nowhere near as good as an SMPS solution, but is "better than nothing."

I also saw these VICOR modules on some demos recently https://blog.powerbox.com.au/news/vicor-power-on-package-sm-chip . They allegedly pack 600A and 1000A peak into 10x30mm thingy. Again, never seen them being used anywhere.
