That's not exactly how it works. Those memory notifications tell you that physical memory is running low. But on Windows that doesn't mean you are near an out-of-memory condition. Windows doesn't allow you to commit (i.e. reserve) more memory than the total physical memory plus the swap file size. If you run out of commit space without actually using the memory you reserved - a fairly common occurrence - you'll go OOM without receiving a single low memory notification from that mechanism. Same you have a 32-bit application and you run out of address space even if you're not committing it.
