Considering the ease of mixing Rust and C, as well as the number of projects that have already done that migration or are underway I beg to disagree. It's much harder to switch from a C++ codebase to Rust because mutual bindings are not native. As for the cost of the switch it's just a matter of time: Rust code is vastly leaner and stabler than C/C++ so over time it dramatically increases productivity.

This somewhat old article about compiler fuzzing is a good example of the gap between the languages. In short the author fuzzed both GCC and clang and readily found around 100 bugs, and then fuzzed rustc and, to cite the article:

Personally I find it very interesting that the same technique on rustc, the Rust compiler, only found 8 bugs in a couple of weeks of fuzzing, and not a single one of them was an actual segfault

The experience we have with Rust within Mozilla confirms that. I've been analyzing Firefox crashes every week for the past two years and I only found one Rust crash that was an actual segfault... and it was caused by a compiler issue.

Within Firefox we converted a little over 10% of the codebase to Rust and for every line we added we removed on average 5 lines of C/C++ (and added 5 seconds to the compilation time, as the joke goes).
