AMD has 8 cores 16 threads at 3.0 Ghz base and 4.3 GHz (or perhaps 4.4 not advertised, it's not clear) maximum boost in 35W (Ryzen 9 4900HS).

It's the same design as their 15W chips just with scaled up power draw limits, so yeah.
