I think it has more to do with just how many post-Sandy Bridge x86-64 chips Intel has made. By this time they *know* how much room each block should take and can floorplan accordingly.
I suspect that AMD didn't consider this for zen(1), but might have on zen2 (and we might see it on zen3).
AI chips? Sure, just splat down a couple million CPUs so we can emulate them and and update the training algorithm... (I suspect that this is similar to getting compilers to beat assembler programmers).
